Abstract
The report includes a discussion on the value of sanctuaries and other protected marine areas and the application of the precautionary principle. Methods of enforcement, penalties and other sanctions are included in examples of legislation. The pros and cons of binding or non-binding guidelines and recommendations are considered. Detailed recommendations are made concerning the measures required to avoid possible harassment and disturbance of marine mammals by whale watching.
