Abstract
The scope of this document is to stimulate discussion by considering ways to ensure that proposed rules for managing whale watching on a global level are practicable (Merriam-Webster Dictionary [1974] defines "practicable" as: "capable of being put into practice, done, or accomplished" p. 544).
